	The object of this questionnaire is to probe the sentiments of
the Stanford faculty of Humanities and Science and Administration
on the issue on whether the present and proposed
 HHS (formerly HEW) regulations requiring 
institutional review of research questionnaires constitute an unacceptable
infringement of academic freedom and freedom of speech.
The issues were discussed in eight articles in {/sl Society}, Vol. 18, No. 1,
November//December 1980.

/a. Do you agree with the rules requiring institutional review of survey
research?

/a. Do you recall the memorandum on the subject of Stanford implementation
of the regulations that was distributed this December?

/a. If so, was your reaction to this memorandum positive or negative?

delayed by the rules?

/a. What is your opinion of the view that making a fuss over these rules
is pointless, since they don't add appreciably to already existing
bureaucratic burdens.

merely propaganda disguised as a questionnaire?

/a. If the former, do think it is ethical?

/a. If it is propaganda and not real research, does this mean that it
is entitled to the Constitutional protections on speech and hence
not subject to regulation by HHS or the University?

issue should be faced.

	I would be grateful for any answers received, whether completely
serious or tongue-in-cheek, and I will pay one dollar and a summary
